The Dauphin County Redevelopment Authority’s (DCRA) mission is the elimination of blighted areas for residential, recreational, commercial, industrial, or other purposes, to provide affordable housing and decent living environments for the citizens of Dauphin County.

Notice of Special Meeting

The Board of the Dauphin County Redevelopment Authority has scheduled a special meeting for Thursday, September 19 at 10:00 A.M. in the office of the Dauphin County Department of Community & Economic Development, 3211 North Front Street, Suite 301-C, Harrisburg, PA to conduct official business pertaining to the EPA grant.  Further information may be obtained by calling Deb Laudenslager at 717-780-6256 or emailing [email protected].  

Brownfields Development and Accomplishments
Dauphin County is proud to be an active participant in the redevelopment of brownfield properties (properties requiring environmental remediation) throughout its communities.  As a recipient and administrator of multiple US-EPA Brownfields Grants, the Dauphin County Redevelopment Authority has initiated multiple impactful projects and continues to pursue EPA funding for additional work.  To see the impact of the latest round of Brownfields funding, check out the USEPA Brownfield Assessment Grant Accomplishment & Accountability Report posted here.  

Reuse Planning Study for the Former Harrisburg State Hospital

Recognizing the “once-in-a lifetime” opportunity that the redevelopment of the former Harrisburg State Hospital property represents to Dauphin County and the local municipalities, the Dauphin County Commissioners and Dauphin County Redevelopment Authority (DCRA) made the decision to invest more than half of their recently awarded EPA Brownfield Assessment Grant into the “Reuse Planning Study for the Former Harrisburg State Hospital”

The study was conducted over an 18-month period and included incorporation of previous studies, an expanded market study, an updated Highest & Best Use evaluation and extensive stakeholder outreach.  The results of the study reveal the vast economic and revitalization potential of the redevelopment as well as the massive investment needed to realize that potential.   

The conceptual site reuses presented for the former Harrisburg State Hospital lots were derived through stakeholder input, current market demands and evaluation of physical limitations of the site at the time the study was conducted. The information and concepts presented in the planning study represent potential opportunities for redevelopment of the former Harrisburg State Hospital and are not be construed as “recommended”, “preferred” or “endorsed” end-uses.
